Diana was Chair and moderator for a panel in Orlando, FL on the U.S. Securities and Exchange Commission’s (SEC) on rulemaking that will transform market structure for equities and U.S. government securities. The extensive rulemaking included rule proposals and some final rules. They covered definition of dealer and government securities dealer, mandated central clearing of U.S. Treasury transactions, and proposed expansion of Regulations ATS and SCI to include government securities alternative trading systems. The five equity market structure rulemakings covered execution quality disclosure, national market system (NMS) amendments, volume-based transaction pricing, best execution, and order competition.
